Monitoring discrimination and national extremism in Russia

The book was prepared under the project "Overcoming ethnic discrimination, racism, xenophobia, intolerance and extremism in Russia", implemented by the Foundation for Civil Society, with financial support from the Charles Stewart Mott Foundation.

From September to December 2003 Foundation for Civil Society "jointly with 11 Russian civil society organizations conducted monitoring of discrimination and nationalist extremism. The study focused on assessing the impact on the situation in 2002, entered into force the laws of the RF "On Countering Extremist Activities", "On citizenship of Russia" and "On Legal Status of Foreign Citizens in Russia and the implementation of the federal target program" Education of an attitude of tolerance and preventing extremism in Russian society.
Monitoring covered the nine regions (Krasnodar, Moscow, Perm Region, Pskov, Ryazan region, St. Petersburg, the Republic of Adygea, Republic of Tatarstan, Khabarovsk Krai) and carried out on a single methodology, which included requests to specialized government agencies (regional offices of the Ministry of Internal Affairs Ministry of Justice, Ministry of the press, judicial departments, prosecutor's office, Board of Education) on the existing practice of applying laws, interviews with the representatives of these agencies, as well as with people, whose situation has affected the adopted laws, the analysis of press and information in the organization, monitoring the city (the collection site of supporters of extremist groups, distributed in extremist literature, etc.).
Based on data collected for monitoring the regional coordinators have prepared reports, which can be found in the second section of the collection. The first section of the book contains three articles reviewing the overall situation in the country, written on the basis of information from regions and available to the experts.
